Roads:

Judged by Eastern European standards Croatia has a comparatively developed infrastructure. In 1998, the country had 23,497 kilometers (14,601 miles) of paved highways, but only 330 kilometers (205 miles) of these were 4-lane expressways.

Since the country suffered significant war damage between 1991 and 1995, it received loans from the World Bank and the European Bank for Reconstruction and Development to improve roads, railroads, the electricity and water supply network, and air-traffic control. The government is strongly committed to these efforts, and many of these projects, including the building of 1,600 kilometers (994 miles) of 4-lane highway, are under way.

The last decade has seen considerable investment in Croatia's roads and the country has an extensive network of highways (designated as E roads) and unclassified roads. Motorway connections are continually improving, and Croatia's 11 motorways are designated with the numbers A1 to A11. The A1 is the main artery between Zagreb and Split; sometime after 2008 it will extend beyond Dubrovnik. Roads are generally sealed and in good condition. A toll is payable on motorways.

Railroads:

The Croatian railway system consists of 2,974 km of rails (of which 248 km is double track). 1,228 km is electrified - 41.3% (end of 2004).

The railways need to be modernized because since the disintegration of Yugoslavia there have been hardly any investment in railway infrastructure. Many important routes are not electrified and are only single track traffic around 'bends'.

Some improvements have been made in the last ten years. A result of this has been an increase in the maximum speed on the Zagreb-Novska-Vinkovci line. In places the line's speed limit has been raised from 80 km/h (50 mph) to 120 km/h (75 mph), and plans have been made to raise this further to 160 km/h (100 mph) on certain sections. The Hungary-Beli Manastir-Osijek-Dakovo-Slavonski Šamac railway line is also being modernized.

There are several major railway routes in the country:
  • from Zagreb to Vinkovci (and on to Belgrade, Serbia)
  • from Zagreb to Osijek via Koprivnica or via Strizivojna-Vrpolje(Djakovo)
  • from Zagreb to Rijeka
  • from Zagreb to Split
There are also other routes to Slovenia, Hungary, Bosnia and Herzegovina and Serbia.

Aviation:

The following low cost airlines are flying to Croatia: Easy Jet, Flyglobespan, and German wings, TUIfly, Ryan air, Thomson and Wizz Air.

Major established companies that fly to Croatia include the domestic Croatia Airlines (member of the Star Alliance), Lufthansa and British Airways. There only seasonal intercontinental flights from and to Croatia.

In September 2008, the U.S. Federal Aviation Administration (FAA) has assessed the Government of Croatia’s Civil Aviation Authority as not being in compliance with International Civil Aviation Organization (ICAO) aviation safety standards for oversight of Croatia’s air carrier operations. This means that the country has a IASA Category 2 rating and that Croatian air carriers are not authorized to establish direct flights from Croatia to the US.
